S. M. College, Bhagalpur being a constituent unit of the T. M. Bhagalpur University is run and managed by the Principal of the college appointed by the Human Resource Development Department of the Government of Bihar. She performs obligations well within the directives laid down by the State Government, T. M. Bhag. University, Bhagalpur and the august body of the U.G.C., New Delhi. The Principal is like a skipper 0f a small unit, named college. Both policies/Programmes, administrative and executive tasks are undertaken by her with solemn earnestness. Being the head of the institution, She takes dynamic initiative for plans/projects and laydown ways and means to fulfill the task of development related to academic, infrastructural, discipline, cultural, sports or other extracurricular activities. With the help of various committees comprising of mostly senior teaching/non-teaching members of the college, the Principal executes these internal policies. Valuable suggestions offered by the members of various development help in democratic functioning, aiding to and resulting in alround of the institution and that of its students, teachers and non-teaching staffs. However, students are the cynosure whose complete personality development and making them self-sufficient and worth rendering services to society, nation and humanity at large is the sole mission and objective of the college.

The primary administrative task includes smooth functioning of the classes, academic activities, sports, NCC, NSS, Yoga, cultural, etc. activities. Constant focus is laid on updating library and maintaining admission, scholarship works, conducting of internal Tests and University annual/semester exams. Though syllabus and academic calendar sent by the University remain final destination but this college has formed its own academic calendar to pursue the goal and achieve excellence in the concerned fields like academic, sport, debate, cultural competition, etc. The Principal, with the helps of senior teachers and stakeholders takes stock of the progress after short intervals• By calling Parents/ Teachers meeting, class representative meeting and after reviewing the process, innovates better means and measure to provide the best possible facility and encourage students to secure the optimum success in building their career.

The teachers of the college are motivated to spend time in Research Labs and Library By calling frequent meetings of the college Teachers council, the Principal records their views and notes their grievances, which get addressed with utmost sincerity.

Purchase of books, journals, lab.Equipments’ sports and cultural items, furniture, health related things, etc. are resolved to be purchased after getting approval College Development Committee, Chaired by the C.C.D.C. of the University and College sales and Purchase Committee.

Necessary meetings with the college non-teaching staffs are also organized to improve office working conditions and their promotional benefits. Accordingly, the principal writes to the Vice chancellor for betterment of their promotional and forwards all relevant papers.

Seminars/symposium, workshop, talks by eminent scholars (Local and outside) are regularly organized to uplift and enlighten students and teachers academically and aesthetically. Regular in-door, athletic competition/exercises/training are conducted by skilled trainer/P.T.I. to decipher students inherent talents.

Teachers’ promotional benefits are granted by the university for which the college office and the Principal fully facilities them to apply and forward their papers with urgency and utmost sincerity.

The college Alumni Association functions like catalyst in the developmental process of the college. They teach UG/PG students amateurishly, contribute both economically and intellectually to college’s development. The Alumni donate for the orphans, poor students help them with stationary, and even provide aids for their college/examination fees, etc.

The natural resource of fund of the college comes from miscellaneous and development fees taken from the students. Sometimes local politicians MLA/M.P./MLC Provide fund for Library, Building, Road Constructions, etc. from their assigned quota. The salary of the teaching/non-teaching staff is paid by the state govt. The UGC and the State Government provide funds from time to time for construction of classrooms/library, purchase of books and equipment’s for conducting Remedial Coaching/Career Counseling and in-service coaching Classes in the College.

Our students regularly receive scholarship (merit cam poverty) and also backward, and Minority scholarship from the Bihar State government as well as from the UGC In 2015 -16 Mahindra Finance Ltd selected 37 Meritorious students of the college whose parents annual income was below 2 Lacs; They granted Rs. 10,000 (Ten thousand) each for their academic support. Yet another Endowment scholarship by the name of prof. Vani Gupta.

S.M.College has sufficient financial resources at the moment to expedite all round development f the college. It has a very bright and very big mission to educate the half population (women’s folk) of society and keep up the candle of knowledge.
